Girls' embroidered scallop dress

I bought this in size 2 for my 2 year old niece who is near the 50th percentile for height and weight. The dress is very short on her though the width is fine. (It looks quite wide.) Because it's final sale, we are keeping it and she will wear it as a top with leggings.
