Ruffle featherweight satin scoopneck top in floral stripe

I wore the light blue top once and while out at dinner, the right sleeve elastic broke leaving me with a floppy sleeve. I wear between an S and a M, and the S was ok but on the big size. Very poor quality.

I followed the size charts and this top is way off. I ordered my usual Large and It's so so big that it's not wearable. I also ordered the matching skirt in Large and the sizing on that is good. This is so not fair to be that off on sizing and not have the opportunity to return it. Very disappointed J Crew!
