Girls' elastic-waist dress in blue floral

I purchased this dress for my daughter's birthday but when the dress arrived, I was so disappointed to feel the fabric. The quality does not match the price and it's semi sheer, totally not ideal for Chicago Fall. The flowers are beautiful and so are the colors but I am returning this dress, very disappointed.
