Girls' smocked dress in tiny tartan

I bought this dress for my 7 year old daughter. The dress fit too large in the chest area despite the smocking and gaped a lot. Since it was a final sale item I'll have to have her wear it with partially buttoned cardigan on top since it looks too big and loose on top without it.

Very thin, almost paper-like. Cheap feel and runs large.
