Tie-shoulder ruched top in Liberty^® Meadow Song fabric

am usually a Small in J.Crew swim tops, so I ordered this on Final Sale. It is HUGE! It fits more like a Medium. To boot - the Small was the smallest size available. Plus, there is no adjusting the band - it is all elastic. I feel duped - the description gave no indication of the sizing.
