Girls' smocked-waist skirt in zinnia floral

Wow, now I know why they put this on final sale. Its gigantic- what size chart were they using? It's not fair actually to sell something online final sale and have it cut for a different size. The matching shirt is actually even bigger.

Bought a size M for my 8 year old daughters and the waist is comically HUGE. Looks more like a womens sized waist. Thought maybe the first one was a defect but both were MASSIVE. Not sure how a normal sized child could wear this. Very disappointing.
